While there are some third party utilities that have been used to make a bootable macOS USB installer many of them don't work properly since Apple has modified their installers.

The "Installer" folder you see may be for some other partial macOS installer download that was interrupted. Sometimes Finder doesn't always refresh itself properly so I suggest logging out & back in or reboot the Mac to see if you can then see the "Install macOS El Capitan" folder. If it completed without errors, then you should have the "Install macOS El Capitan" folder within the Applications folder. There is no folder named "Install" in the Application folder.
